 Depends on the person, for me the shoulders lead to the neck, ears, cheeks, then lips. So I could see it as a means of distraction, if that is where your mind goes to.

 Okay so...

I make it no secret here that the site of a bare shoulder sends my mind spinning out of control.. but in context to the situation. Lol

I can be in public and see a woman in a sleeveless top and not react like Animal from The Muppets.

With that said.. if i am chatting with someone, and i see a bare neckline and shoulder.. then my mind starts filling in the rest. It's just alluring to me I guess.
